DELEGATED SCA

Most Open Banking implementations rely on the Account Servicing Payment Services Provider (<a href="/glossarycollection/account-servicing-payment-service-provider" style="color:#48277C;" target="_blank" title="Account Servicing Payment Services Provider"><u>ASPSP</u></a>) to provide the Strong Customer Authentication (<a href="/glossarycollection/strong-customer-authentication" style="color:#48277C;" target="_blank" title="Strong Customer Authentication"><u>SCA</u></a>) required for Open Banking access. However, the Second Payment Services Directive (<a href="/glossarycollection/the-second-payment-services-directive" style="color:#48277C;" target="_blank" title="The Second Payment Services Directive"><u>PSD2</u></a>) is clear that there is nothing to prevent the ASPSP from entering into a bi-lateral agreement in which the responsibility for providing SCA is delegated to the Third-Party Provider (<a href="/glossarycollection/third-party-provider" style="color:#48277C;" target="_blank" title="Third-Party Provider"><u>TPP</u></a>).
